INTRODUCCIÓN

Es elsiglo XXI el que marca el preámbulo de una nueva era de la Nomenclatura aduanera, que se origina con la inquietud de unificar los sistemas o instrumentos utilizados entre los distintos países, con vistas a conseguir un lenguaje común, capaz de imprimir un mayor dinamismo en el comercio internacional.

Es de esta manera como se materializa el Sistema Armonizado de Designación y Codificación deMercancías en adelante S.A., producto de la ardua labor de múltiples actores en el seno del Consejo de Cooperación Aduanera (CCA), mejor conocido como Organización Mundial de Aduanas (OMA).
